Henan Province Releases Implementation Program for Promoting High-Quality Development of Manufacturing Industry in Henan Province

In order to implement the spirit of General Secretary Xi Jinping's important speeches during his visit to Henan, and to promote the high-quality development of the manufacturing industry in the province, this implementation program is formulated.

First, the overall requirements

(A) guiding ideology. Guided by Xi Jinping's thought of socialism with Chinese characteristics in the new era, grasping the promotion of the rise of the central region, the Yellow River Basin ecological protection and high-quality development and other major strategic opportunities, adhering to the new development concept, the high-quality development of the manufacturing industry as the main direction of attack, play a leading role in the digital economy, around the stabilization of the supply chain, optimize the industrial chain, enhance the value chain, build the "556" industrial system, the implementation of the "six enhancement of the special ", to create "five strong and one excellent" elements to protect the ecology, to fight a good industrial base advanced, industrial chain modernization battle, accelerate the quality of the manufacturing industry change, efficiency change, power change, the formation of a higher level of energy, structural better, more innovative, more dynamic, more effective development of a new pattern, and strive to build a strong province of the national advanced manufacturing industry.

(ii) Development Goals. By 2022, the added value of the manufacturing industry will account for about 35% of the province's GDP, the expenditure on research, development and experimental development of industrial enterprises above designated size will account for 1% of the operating income, and the energy consumption per unit of industrial added value will be reduced by 5% annually. By 2025, the industrial basic capability and industrial chain modernization level will reach the domestic first-class, forming several trillion-level industrial clusters, a number of hundred-billion-level emerging industrial clusters and ten-billion-level enterprises.

Second, industrial direction

(I) Strengthen the advantageous industries. Enhance the equipment manufacturing, food manufacturing, electronic information, automobile manufacturing and new materials 5 major advantageous industries, the construction of a number of major industrial bases. Give full play to the advantages of electric power, shield, agricultural machinery, mining, lifting and other equipment, the construction of trillion-level equipment manufacturing base. Consolidate the advantages of traditional food processing, promote the transformation and upgrading of tobacco and liquor industries, develop cold chain and leisure food, and build a trillion-level food manufacturing base. Develop intelligent terminals (cell phones), intelligent sensors, computers and servers, automotive electronics, etc., and build a trillion-level electronic information industry base. Consolidate the advantages of passenger cars, develop passenger cars and special-purpose cars, and build a 500-billion-level automobile manufacturing base. Develop super-hard and new alloy materials, new resistant materials, new nylon materials, electronic information materials, etc., and build a 500-billion-level new materials industry base. By 2022 and 2025, the added value of advantaged industries will account for 47% and 50% of the added value of industry above designated size.

(ii) Optimize traditional industries. Accelerate the transformation of the five traditional industries of iron and steel, non-ferrous metals, chemicals, building materials and textiles to "green, reduce, improve quality and increase efficiency". Promote the integration and reorganization of the iron and steel industry, and improve the rate of large-scale equipment and supply efficiency. Layout of aluminum, tungsten and molybdenum, lead and zinc, and other non-ferrous industries, the final high-end projects to enhance overall competitiveness. Develop fine chemicals and build a modern chemical base. Develop green wall materials and assembled buildings, and build a number of green building materials production bases. Develop fashionable garments and smart homes, and build a national highland for the development of the light textile industry. By 2022 and 2025, the proportion of the value added of traditional manufacturing industries in the value added of industries above designated size will be maintained at about 33% and 30% respectively.

(C) Enlarging emerging industries. Develop 6 emerging industries, including new generation information technology, high-end equipment, intelligent network and new energy vehicles, new energy, biomedicine and high-performance medical devices, and energy conservation and environmental protection. By 2022 and 2025, the added value of emerging industries will account for 22% and 25% of the added value of industries above designated size.

1. New-generation information technology. Cultivate the ecology of "core, screen, network and end". Efforts will be made to "make up for the core", introduce power devices, display driver chips and other projects, lay out optoelectronic integrated chip projects, and cultivate integrated circuit industry clusters. We will focus on "screen attraction", introduce high-generation new display projects, and cultivate new display industry clusters. Invest in "fixed network", build 5G and Beidou technology application industry base, cultivate and develop 5G, Internet of Things, network security and other industries. Invest in "strong end", strengthen the intelligent terminal, and build the Kunpeng industrial ecology. Efforts will be made to deepen the application of big data, artificial intelligence, blockchain and other technologies, accelerate the construction of the National Big Data Comprehensive Pilot Zone, and create a highland for the development of artificial intelligence in central and western China. By 2022 and 2025, the scale of the industry will reach 700 billion yuan and 1 trillion yuan respectively.

2. High-end equipment. Development of rail transportation, CNC machine tools, robots, drones, 3D printing, laser processing and other equipment, and promote the transformation of "manufacturing + service". By 2022 and 2025, the scale of the industry will reach 100 billion yuan and 200 billion yuan respectively.

3. Intelligent network and new energy vehicles. Consolidate the advantages of new energy buses, support the research and development and demonstration application of hydrogen fuel cell buses, and build a demonstration area for the testing and application of intelligent networked vehicles. By 2022 and 2025, the scale of the industry will reach 100 billion yuan and 200 billion yuan respectively.

4. New energy. Development of lithium batteries, hydrogen fuel cells, etc., the construction of smart grid, to create a highland of photovoltaic and wind power equipment application. By 2022 and 2025, the industry scale will reach 100 billion yuan and 150 billion yuan respectively.

5. Biomedicine and high-performance medical devices. Develop innovative drugs, high-end generic drugs and modern Chinese medicine, accelerate the research and development and industrialization of new vaccines and genetic engineering drugs. Develop in vitro diagnostic products, high-end medical consumables and digital imaging equipment. Accelerate the construction of pharmaceutical ports and key inspection and testing platforms. By 2022 and 2025, the scale of the industry will reach 300 billion yuan and 500 billion yuan respectively.

6. Energy conservation and environmental protection. Develop energy-saving and environmental protection equipment, advanced environmental protection and resource recycling industries, and build a comprehensive utilization base for industrial resources. By 2022 and 2025, the industry scale will reach 700 billion yuan and 1 trillion yuan respectively.

Third, the main tasks

(A) technological innovation and enhancement of special projects

1. Strengthen the key technology research. The implementation of "ten hundred thousand" transformation and upgrading of innovation special, increase R & D investment, the construction of a number of common key technology R & D platforms and industrial innovation alliances, to carry out joint research and development, to overcome a number of "neck" technology. Support the first (set), the first batch, the first version of the application of products, and promote the transformation of innovative achievements.

2. Strengthen the cultivation of enterprise main body. Accelerate the establishment of enterprise-oriented, market-oriented, industry-university-research deep integration of technological innovation system, the implementation of innovative enterprises to lead the action, high-tech enterprises and science and technology-based small and medium-sized enterprises to multiply the "spring shoots" program. By 2022 and 2025, there will be 3,000 and 5,000 new high-tech enterprises respectively, and the number of science and technology-based small and medium-sized enterprises will reach 12,000 and 15,000 respectively.

3. Strengthen the construction of innovation platforms. Give full play to the driving role of Zhengluoxin National Innovation Demonstration Zone, create a science and innovation corridor along the Yellow River, and develop a number of science and innovation "enclaves". According to the relevant regulations, we will apply for approval to build the Henan Industrial Technology Research Institute, and build a number of manufacturing innovation centers, enterprise technology centers, technological innovation centers, key laboratories, etc. By 2022 and 2025, we will establish a number of innovation platforms. By 2022 and 2025, about 15 and 30 provincial-level and above manufacturing innovation centers will be built respectively.

4. Strengthen technological innovation cooperation. Introduce a number of well-known research institutes and institutions, and strive for the layout of national large science centers and major scientific and technological infrastructure in our province. By 2022 and 2025, 100 and 120 new R&D organizations will be built respectively.

(II) Specialized Basic Capacity Enhancement Project

1. Implement industrial foundation reengineering project. Develop core basic parts (components), advanced basic technology, key basic materials, industrial technology foundation "four base" breakthrough list, the implementation of a number of demonstration projects. Promote 5G, big data centers and other new infrastructure projects to enhance the level of industrial infrastructure digitalization, networking, intelligence and security.

2. Implement new technological reform projects. Accelerate a new round of large-scale technological transformation of enterprises, and strive for an average annual growth of more than 20% in investment in technological transformation. Build a number of intelligentized parks and industrial Internet platforms. Carry out energy efficiency, water efficiency leader and green manufacturing improvement actions. By 2022 and 2025, 120 and 150 state-level green parks (factories) will be created respectively.

(C) Cluster and Strong Chain Enhancement Specialization

1. Enhance the level of cluster industry chain. Prepare key cluster cultivation programs, carry out actions to stabilize and supplement the chain, extend the chain and strengthen the chain, and enhance the resilience of the industrial chain. By 2022, 20 or so hundred-billion industry clusters will be formed; by 2025, 4 trillion, 6 500-billion industry clusters and 10 hundred-billion emerging industry clusters will be formed.

2. Promote the industrial clusters "second venture". Preparation of a new round of industrial clusters development planning, the implementation of "mu on heroes" reform, innovative management system and mechanism, support for the construction of "enclave parks", and promote the high-quality development of industrial clusters.

(D) Integration and Empowerment Enhancement Specialization

1. Implement intelligent manufacturing projects. Develop intelligent transformation guidelines by industry, select benchmark enterprises, and cultivate 150 intelligent factories (workshops) each year. Implement digital empowerment actions for small and medium-sized enterprises. By 2022 and 2025, the number of cloud enterprises in the province will reach 150,000 and 200,000 respectively.

2. Implement the "two industries" integration project. Promote the deep integration of advanced manufacturing and modern service industries, develop new manufacturing models, and cultivate 30 (a) service-oriented manufacturing demonstration enterprises (platforms, projects) each year. Accelerate the development of industrial design, data services, standards and certification and other productive services.

(E) Specialized regional synergistic enhancement

1. Optimize the spatial layout of the manufacturing industry. Zhengzhou City, Luoyang City as the core, to create high-quality development of the manufacturing industry to lead the area; to the Beijing-Guangzhou, Longhai Railway cities as the focus of the construction of high-quality development of the manufacturing industry to support the axis; to the Yellow River, Huaihe River, Hanjiang River Basin area as the focus of the manufacturing industry to create high-quality development of synergistic belts, the formation of the "dual-core lead, two axes to support the synergy of the three belts," the spatial pattern.

2. Layout of major industrial projects. High-quality undertaking industrial transfer, the establishment of major manufacturing projects to prioritize the landing guarantee mechanism, accelerate the "556" industry and supporting productive service industry major projects.

3. Promote the high-quality development of county manufacturing industry. The implementation of the county governance "three up" major requirements, to carry out the county manufacturing high-quality development of a comprehensive evaluation, guiding the counties (cities, districts) to cultivate 1-2 characteristics of the leading industries.

(VI) Enterprise Cultivation and Enhancement Specialization

1. Strengthen the cultivation of enterprise echelon. Implement the "wild goose" enterprise cultivation program, strengthen leading enterprises, cultivate manufacturing "single champion" enterprises (products), "specialized, special and new" enterprises, promote small and micro-enterprises on a large scale, and promote the integrated development of large, medium and small enterprises. Implementing the entrepreneur training and upgrading project, guiding enterprises to establish and improve the modern enterprise system. Supporting enterprises to participate in the construction of the "Belt and Road". By 2022 and 2025, there will be 50 and 60 billion enterprises in the province respectively.

2. Develop quality manufacturing. The implementation of the manufacturing industry to increase variety, improve quality, create brand "three products" strategy, to create a number of manufacturing excellence. Encourage enterprises to adopt international advanced standards to organize production, the introduction of domestic and foreign well-known inspection and testing institutions, selected a number of quality benchmarking enterprises. Strengthen the cultivation and protection of registered trademarks, build trademark and brand demonstration bases, and cultivate brand industrial clusters.

Fourth, the elements of protection

(I) strengthen policy support. Improve and perfect the relevant policies and measures to support the high-quality development of the manufacturing industry, adjust the establishment of special funds for the high-quality development of the manufacturing industry, and increase support for key areas, clusters, enterprises, projects and platforms. Support the application of innovative products in smart cities, new infrastructure and other fields.

(ii) Strengthen land security. Establish an industrial land storage system, promote mixed land use, "standard land" transfer and other modes, to ensure that the manufacturing industry high-quality development of land demand. The implementation of construction land "increase and storage linkage" mechanism, according to the number of inventory of land revitalization, reward a certain proportion of new construction land plan indicators. Research and development of industrial clusters and development zones to save and intensify land use policies.

(C) strengthen financial support. Encourage banks to increase the proportion of medium- and long-term loans, and steadily expand and enhance the scale and proportion of manufacturing loans. Carry out private small and micro-enterprise financial services action, the implementation of industrial enterprises above designated size host bank mechanism. The establishment of the provincial manufacturing high-quality development enterprise "white list" and major project library, encourage financial institutions to enter the list (library) enterprises to give priority to financing support. Support enterprises to go public (listed), improve the efficiency of the provincial advanced manufacturing fund, improve the government financing guarantee system.

(D) strengthen talent support. High-end, shortage of talent demand-oriented, the implementation of manufacturing industry, "Smart Dingzhongyuan" project, focusing on the introduction and cultivation of one hundred outstanding entrepreneurs (leading team), one thousand core technical personnel, ten thousand senior technicians. It will implement the "new engineering" construction plan and the national skills revitalization project, promote the integration of industry and education, and implement the new apprenticeship system and modern apprenticeship system. Priority is given to recommending talents in the field of manufacturing to declare various kinds of national commendations and awards, and appropriate tilts are given in the provincial commendations.

(E) Strengthen the application of data. Increase the collection and opening of manufacturing data, enrich the variety of data products, promote the market allocation of data elements, and build a number of data application demonstration scenarios. Explore the establishment of a unified and standardized data management system, and strengthen data protection and security review.

(vi) Optimize the business environment. Deepen the "release of administrative services" reform, carry out the "one link and three help" special action to protect enterprises and stabilize industry, and promote the "shopkeeper" service model. It will do a good job of clearing up outstanding accounts owed to small and medium-sized enterprises in the private sector, and implement measures to reduce the burden on enterprises. We will establish a positive list system for environmental protection supervision, implement differentiated control, and avoid "one size fits all". Strengthen publicity and public opinion guidance, vigorously carry forward the entrepreneurial spirit, the "Great Country Craftsman" spirit and the spirit of the new era of Yu business, and protect the legitimate rights and interests of enterprises in accordance with the law.

V. Organization and implementation

Henan Province, the leading group for the construction of manufacturing province is responsible for coordinating the work of high-quality development of manufacturing industry, the implementation of the joint meeting system, the establishment of work accounts, supervise the implementation of the work. Various local departments should combine the actual situation and formulate a work program to form an up-and-down linkage and an efficient and synergistic promotion pattern. Strengthen supervision and assessment, improve the statistical monitoring mechanism, incorporate indicators related to the development of manufacturing industry into the comprehensive performance evaluation system of high-quality development, and give incentives to the top-ranked localities in terms of land indicators, environmental capacity, and policy funds.
